The District's first responsibility is to provide its customers with a sufficient water supply which is clean and uncontaminated and to do so with a minimum of environmental impact.

Stressing maximum use of the Bull Run source is important to curtail delivery costs since it is powered mainly by gravity flow and does not require the pumping needed to deliver water from other sources.

Specific emphasis on cutting summer water use is needed to eliminate the current expensive and unnecessary peaking demands. Use of aquifers for storage is a low-cost way of storing water for peak use.

The District has developed a program to cut overall energy use and emissions. Other utilities have been more aggressive and successful in cutting their energy use and should be studied. The District's current program needs thorough evaluation in order to set more specific aggressive goals and to revise or add programs that have proved successful elsewhere.
